"I would have thought that most people's views on this would be clear and their opinions have been heard for months, without exception," he told a gathering of Conservatives in Lincoln.
Many of his critics viewed the 2017 referendum as a "once in a generation chance to deliver a decisive break from the EU, delivered through a democratic and legitimate process".
Mr Johnson said that the next prime minister would need to be "bold" and that his "negotiating team" would be busy.
"It's a confidence trick to tell you that you can negotiate this just by 'negotiating'. It's what we do in the family. We do it at Christmas. We do it at Hanukkah," he said.

In a speech to the Newbury Conservative Club, Mr Johnson challenged critics of leaving without a deal, saying there was no "decisive argument" for such an outcome.
He said that "there will be no outcome more corrosive of our standing in the world than leaving on a bad deal which ends up with the UK trapped in the single market".
"If you can bring a deal back that puts people's living standards and the future of our economy at the heart of it, then we should absolutely be bringing one back," he said.
Other critics said he appeared to be obsessed with the backstop as it would involve Northern Ireland remaining in the EU's customs union.
